The Radon Measure of a Positive Linear Functional on Cc(X)C_c(X): the Outer Measure, Compact Sets, Borel Measurability and Regularity

From a positive linear functional on Cc(X)C_c(X), X a locally compact metric space, the supremum of its values on functions below 1 supported in an open set defines a set function on open sets; its outer extension is an outer measure that is finite on compact sets, where it is the infimum of the functional over functions above the indicator, and its restriction to the Borel sets is a Radon measure.

Statement

In the setting of The Dual of C_c(X): Standing Notation, let (X,d)(X,d) be a locally compact metric space and let Λ\Lambda be a positive linear functional on Cc(X)C_{c}(X). For open V⊆XV\subseteq X put

μ(V)=sup⁡{Λf:f∈Cc(X), 0≤f≤1, supp⁡f⊆V},\mu(V)=\sup\{\Lambda f:f\in C_{c}(X),\ 0\le f\le1,\ \operatorname{supp}f\subseteq V\},

with supp⁡f\operatorname{supp}f the support of ff, and for E⊆XE\subseteq X put

μ∗(E)=inf⁡{μ(V):V⊆X open, E⊆V}.\mu^{*}(E)=\inf\{\mu(V):V\subseteq X\text{ open},\ E\subseteq V\}.

Outer measure. μ∗\mu^{*} is an outer measure on XX, and μ∗(V)=μ(V)\mu^{*}(V)=\mu(V) for every open V⊆XV\subseteq X.

Compact sets. For every compact K⊆XK\subseteq X,

μ∗(K)=inf⁡{Λf:f∈Cc(X), f≥1K},\mu^{*}(K)=\inf\{\Lambda f:f\in C_{c}(X),\ f\ge\mathbf{1}_{K}\},

and μ∗(K)<∞\mu^{*}(K)<\infty.

Borel measure. Every Borel subset of XX is μ∗\mu^{*}-measurable, and the restriction μˉ=μ∗∣B(X)\bar{\mu}=\mu^{*}|_{\mathcal{B}(X)} of μ∗\mu^{*} to B(X)\mathcal{B}(X) is a Borel measure on XX.

Radon measure. μˉ\bar{\mu} is a Radon measure on XX.
